Well the way things are isn’t working. The kids need longer sentences starting with the first offense, and parents need to be charged with negligence. The parents know their kids are out of hand. Also child protective services need stay out of the way of good parents actually disciplining their kids, before it gets to this point.

The parents?! They have no idea where their kids are and they don't care. It's child neglect, and holding parents accountable civilly would put far more fear into these kids than a slightly longer prison sentence
