1. I suspect your "cost to taxpayer" analysis is wrong. It is highly likely they had to order some thousands of stickers in the first place.–to get the cost down to $1.08 each. Those stickers are stockpiled somewhere, wasted. The 1.08 cost is just an individual piece cost. You should do a freedom of information request to ask how many stickers were ordered and the total cost of the invoice. Then you should ask about the WASTED cost of the program, and don't forget the time it took the state to open and read each letter, as well as time spent entering all the data in the "registry."
