Well, I think this gives them some experience when it comes to floods. It builds character.
Housing should be free and plentiful. All infrastructure, social and physical, should be publicly owned and free as well. Profit should be limited to that to which business adds value, such as manufacturing. There should be no homeless, hungry, or uneducated people and no one who lacks medical care. Capitalism is dying.
